LOCHGELLY DEVELOPMENT MODEL

The aim of the study was to create a place-specific delivery model that will determine the most effective programme and funding model to ensure maximum benefit for the town of a series of anticipated capital investments over a 35 year period.
Lochgelly has been on a “placemaking journey” which commenced with the Lochgelly Charrette in 2010 and has been progressed with the recent Local Development Plan which included a number of Strategic Land sites for new housing and employment developments.
The team gathered information on the planning, context, infrastructure requirements and Council proposed capital investment. A series of site appraisals and valuations were produced. This included road junction improvements and new school provision. The anticipated project delivery timescales were mapped over a 35 year period.
The placemaking impact of these projects was prioritised, with specific physical improvements such as a new health Centre, train station improvements, creation of parks and cycle routes prioritised and programmed.
The outcome is a practical and useable funding model on how growth is likely to take place and how this affects the timing of infrastructure interventions and funding requirements to support this long tern significant development of the town.
